It's been a few months since the end of the war so Duo is acclimating and taking it easy. Of course it's not exactly that easy to just arbitrarily get close and intimate with people for routine things. Just be thankful this isn't one of his less social comrades. Pretty sure they would die. (Looking at you guys, Heero and Wufei.)
Basically he'll be pretty friendly to anyone but he'll probably be more comfortable making a few close friends to do all the physical contact stuff with. GIF:
