Serious business taken care of -

Mini-Event: Between now and the time new characters arrive on July 18th, there will be a series of power outages throughout the city. There will be intermittent flickers throughout this time period, and the following major outages will occur:

July 8th, 11PM, through July 9th, 3PM, Districts 1 and 2
July 10th, 6PM to 10PM, all districts
July 12th, 11AM, to July 13th, 11PM, District 1
July 15th, 3AM to 5PM, Districts 2 and 3
July 16th, 1PM, to July 17th, 7AM, all districts

Will the network be completely down during the outages for all districts?

Also, if a character has a pda/phone connected to the network and the power goes down only in one or two districts, can they still access it even if they're in the affected districts?

The terminals will be down, since they're on the district's power supply. The network itself will only be down when all districts are down.

Cell phones will be able to connect to the network (when it's up) as long as they have battery, just like in our world.
